Dr Stephen Lucey joined Becta in May 2000 and now holds the post of Executive Director for StrategicTechnologies. In this role he has responsibility for the design and subsequent delivery of the National Digital Infrastructure for education. The programme seeks to ensure that both the national system and individual institutions have a coherent and fit-for-purpose infrastructure service in place that is reliable, affordable and sustainable in the longer term. The Programme covers the provision of the national broadband education network, technology within the institution, data services, learning platforms and educational content.

Dr Lucey is Becta’s lead advisor to the DCSF on the strategic development of the National Digital Infrastructure providing strategic advice on the procurement, implementation and management of ICT infrastructure to support the government’s goals of embedding ICT in teaching and learning and into institutional development. Dr Lucey directs Becta's ICT procurement and technical support advisory services to schools, the development of technical and quality standards for ICT infrastructure and services and the accreditation of ICT suppliers. Dr Lucey has been responsible for leading Becta’s ground breaking work on Total Cost of Ownership issues in education.

Dr Lucey graduated in Life Sciences from Imperial College, University of London, in 1979 and was awarded a PhD in 1984 for his research work on Veterinary Epidemiology and Economics. Dr Lucey has specialised in the application of Information Technology and Information Systems to real world problems. He has been responsible for the strategic development and management of high performance, national IT networks to support scientific research organisations sponsored by the Biological Sciences and the Biotechnology Research Council and the Ministry of Agricultural, Fisheries and Food. These research organisations included the Institute for Research on Animal Diseases, Long Ashton Research Station, University of Bristol and Horticulture Research International. Dr Lucey has developed an international reputation for his work on user centred decision support systems.
